Article 2 - Membership Organizations 

1-2-1 Chapter 1: Definitions

For the purpose of this Ordinance, the following definitions shall apply:

1-2-1-1 Board of Commissioners

Board of Commissioners shall mean the Board of Commissioners of the County of Allen, Indiana.

1-2-1-2 Local Expenditures

Local expenditures shall mean the following:

1. Expenses for the entertainment of out-of-county visitors.
2. Fees or charges for attending in-county functions of a civic nature or of community interest.
3. The payment of expenses to promote County activities or facilities. Such expenses include but are not necessarily limited to advertising of both a direct and indirect nature.

1-2-2 Chapter 2: Funds for Membership

The County Council is authorized to appropriate funds from the General Fund or from other funds to provide membership for the County and for the elected and appointed officials and members of the County's boards, council, departments or agencies in local, regional, state and national associations of a civic, educational or governmental nature, which have as their purpose the betterment and improvement of county government operations.

The County Council is further authorized to appropriate funds to pay the expenses of duly authorized representatives to attend the meetings and functions or organizations to which the county belongs.

1-2-3 Chapter 3: Reimbursements

1-2-3-1

A County employee or elected official may apply for reimbursement of a local expenditure if the expenditure has been approved prior to the incurring of same by the Board, and an appropriate claim form is filed with the Auditor for reimbursement after said expenditure.

In no case shall any claim be paid where any of the proceeds of the expenditure may go to directly benefit any political party.
